TAKE ACTION TODAY AND TOMORROW TO SAVE SAFETY NET
Tomorrow, Tuesday May 4, the Minnesota House of Representatives is expected to vote on its human services budget bill which includes cuts to the Minnesota Family Investment Program (MFIP).

MFIP provided necessary assistance to already very low income families in Minnesota and the proposed cuts would be devastating. Take action today by calling or emailing your house representative.

The House will probably vote on its human services budget bill Tuesday, May 4. We don’t want them to accept amendments that will make bad cuts even worse.

E-mail or call your representative: Let her or him know that there should be NO cuts to MFIP or General Assistance.

Talking points:

  • General Assistance and MFIP are not budget-busters: Minnesota has not increased the amount of assistance it offers in those two programs since 1986. Together they account for only one half of 1% of state general fund spending.
  • Unemployment rates among low wage workers are at depression-levels: But only half the unemployed workers in Minnesota qualify for unemployment insurance coverage. State data shows that most parents who enroll on cash assistance have recently lost jobs.
  • Making sure people survive is the key function of the safety net. The meager assistance available through GA and MFIP are how people pay medical co-pays, contribute to rent, buy clothing , bus tickets, etc.

Amendment: Close Corporate Tax Loopholes and Fund Social Programs
On Tuesday, Rep. Hornstein will be introducing an amendment to the human services budget bill that will close corporate tax loopholes and raise some much needed revenues that can be directed to restoring the devastating cuts to MFIP and other necessary social programs.

Invest in Minnesota unites Minnesota’s faith, labor and nonprofit organizations around the core principles of revenue-raising as a significant part of the solution to resolving the state’s budget deficit and making the overall tax system more fair. MN Senate Releases Human Services Budget
All three major state players (Governor, House of Representatives and Senate) have now released their budget proposals for health care and human services. The Governor would eliminate General Assistance and end income assistance to thousands of families with disabled parents and children on the Minnesota Family Investment Program. The House would cut what is already deep-poverty level assistance to some families, cut funding that has helped create short-term skill-building jobs and cut funding for services to families that turn to General Assistance. But the Senate shows it is possible to build a budget that makes no cuts to MFIP and General Assistance. Nor does the Senate make the devastating cuts to mental health services the House proposes. Nneither the House nor Senate cut off health care coverage to adults without children on Minnesota Care.

Both the House and Senate’s budget proposals include proposals to move people from General Assistance Medical Care to Medical Assistance, now possible because of health care reform. The advantage to such a move would be that the federal government pays half the cost and the coverage is much more complete – a significant advantage in light of the fact that most hospitals are declining to take part in what they see as a deeply underfunded General Assistance Medical Care program that emerged from the negotiations between the legislature and the Governor after his veto. How that question is resolved will be a critical part of the negotiations for the Health and Human Services budget as it moves forward. Click here for more information! The legislature begins its sprint to the finish. Three key events each with an action component:

Monday April 26th
What:
 Bear witness to the release of the House Human Services Budget
When: 12:15pm on Monday April 26, 2010
Where: Outside room 200 in the State Office Building
Why:
 Stand together with those who depend on General Assistance and MFIP, to ensure that our legislature does not balance the budget on the backs of the poor.
Action:
 Join us on Monday for the budget release and, later, a committee hearing.
Background: 
Will the House echo cuts in the Governor's budget? Cuts to GA and MFIP could damage what is left of the safety net – especially for low wage workers who do not qualify for unemployment insurance or have access to short or long-term disability, family medical leave or paid sick leave. Read more here.

What: House Civil Justice Committee Hearing on HF 224, Impartial Judiciary Bill
When: 9:30am on Monday April 26, 2010
Where: Room 10 State Office Building
Why:
 To keep Minnesota's court system and judges free of special interest money and partisan campaigning.
Action: Contact Civil Justice Committee members, especially if you are a constituent! Use email or leave a voice message on their office phone before Monday morning. Ask committee members to support HF 224 (Simon).

Tuesday April 27th
What: Hearing on HF 3044, Tax Compliance and Closing Tax Loopholes for Foreign Operating Corporations
When: 10:30am on Tuesday April 27, 2010
Where: Room 10 State Office Building
Why:
 To raise needed revenues to stave off the worst of the budget cuts.
Action: Contact House Tax Committee members, especially if you are a constituent! Use email or call their office before Tuesday morning. Ask committee members to support HF 3044 (Hornstein).
Background: 
Without new revenue critical services will be lost and most of the pain will be inflicted on people with little political power. HF 3044 proposes to tax corporate profits earned overseas the same as profits earned domestically, thus closing loopholes and ending subsidies for moving operations overseas. More resources here.

Urgent: A Call to Prayer, Conversation, and Action: April 16-18th
Following the leadership of the six Lutheran Bishops (ELCA) in Minnesota, and with the endorsement of the Minnesota Catholic Bishops, JRLC adds our call for an interfaith weekend of Prayer, Conversation and Action the weekend of April 16-18. Please find some way to observe this interfaith effort to build up the common good and protect the dignity of every person, to be a compassionate and just Minnesota.
Action: Contact members of a key House committee to preserve the social safety net. Your voice is crucial!

Please act now to save the social safety net! A key legislative committee is considering the Governor's budget proposals to:
  • Eliminate General Assistance - that provides $203 a month in income support to adults unable to work because of very serious illness or disability; and
  • Take income assistance away from 7,000 families who have a parent or child with disabilities and are on the Minnesota Family Investment Program, leaving those families to live on disability support only at deep poverty levels. (Another 900 families in which the parent of a child with disabilities or the spouse of someone with disabilities would lose all or much of their child care assistance, jeopardizing their ability to continue working.)
  • Defund the Emergency General Assistance which provides one-time emergency help to keep adults from becoming homeless or for those who are homeless to get re-established in stable housing.

The MN House Health & Human Services Finance Committee will be deciding over this Passover/Easter break whether to accept or reject the Governor's proposals. The following committee members have influence over this decision. Please email them and say, "Please protect funding for General Assistance, Emergency General Assistance, and MFIP families. Don't balance the budget on those who have the least."

JRLC's education and research arm, the Joint Religious Education and Research Fund, was selected to be one of the participating charities in the March Goodness "RazooNIT" competition (we're too small to compete in the March Goodness "Big Dance"). We are raising money for internships, publication of our materials, and webinar technology.

The small-sized charities with the most donors earn up to $5,000. The competition ends March 30!

The minimum gift is $10, but you can give more. If your household would like to give $100 it's better if two people with different email addresses give $50 each. Remember, the contest is based on the number of unique donors, not the amount of money raised.
